In in the town of Castle Rock, Douglas County, Colorado, 75+ citizens signed an in-person interest form today letting Commissioners know they are in favor of Douglas County opening up without restrictions.

On March 9, 2021 Commissioners voted unanimously to opt out of the Tri-County Health mask mandate.

Joe Oltmann, who created FEC United, Faith Education Commerce United, spread the word across Colorado. Citizens responded with onsite support at the Commissioners meeting held at 100 Third Street, Castle Rock Colorado.

To paraphrase the FEC United website, they are unleashing an army of freedom fighters employing grassroots tactics. Their vision entails goals for a state where faith, education, and commerce thrive, the government serves the interest of the people, and elected officials truly represent their constituents.

The Board of Douglas County Commissioners today directed the County Attorney to issue a formal statement to the Tri-County Health Department (TCHD), activating the opt-out clause in the public health agency’s forthcoming mask mandate order, as well as written notice of intent to withdraw from TCDH.

“Effective immediately, our Board directed staff to begin the work of creating a separate public health department that will appropriately meet the needs of Douglas County,” said Roger Partridge, County Commissioner and Board Chair. Published on the Douglas Colorado US website.


The By-Laws of the Board of Health of the Tri-County Health Department specify that there shall be nine (9) members composed of three (3) members of each of the Boards of County Commissioners of Adams, Arapahoe, and Douglas Counties. They also specify the terms of office of the members, and provide a procedure to fill vacancies on that Board.  The Board is responsible for making appointments to the Tri-County Board of Health for the Douglas County member.
